Roof plumbing
What is roof plumbing? What a roof plumber does, and the licence by state
Roof plumbing deals with roof coverings, flashings, gutters, downpipes and roof stormwater drainage. The work commonly involves metal roofing, but the exact trade scope and licensing requirements depend on the state and the job.
What a roof plumber does
Victoria's Building and Plumbing Commission identifies metal roof coverings, flashings, roof drainage and downpipe components among the work carried out in its Roofing (stormwater) class. Its definition also covers relevant stormwater connections and associated design work, with stated exclusions.
For a homeowner, the practical way to describe the job is to follow the rain: the roof surface sheds it, flashings protect junctions, gutters collect it and downpipes carry it away. A defect can involve more than one of those parts. The person inspecting the roof needs to establish where the problem begins rather than simply repair the spot where water becomes visible indoors.

The licence by state
| State | The rule |
|---|---|
| Victoria | Roof plumbing is a registered or licensed class, Roofing (stormwater), regulated by the Building and Plumbing Commission. |
| NSW | A contractor licence is needed for residential building or trade work, including roof plumbing, worth more than $5,000 in labour and materials (including GST). |
| Queensland | QBCC lists separate classes including Roof and wall cladding and Metal fascias and gutters. Check the class, licence type and conditions against the particular work; do not assume a general plumbing licence establishes every roofing entitlement. |
Other states have their own rules: check your state's building regulator.
Roof plumber, roofer or roof tiler?
"Roofer" is a broad description in everyday conversation. It does not tell you the person's registered trade scope. A contractor may offer several kinds of roof work, but the licence or registration check still needs to match the work being contracted.
The distinction is clear in Victoria's published definition: roof coverings made from non-metallic tiles, timber, concrete, glass, bitumen or slate are excluded from that roofing stormwater class. Cleaning, painting and certain membrane work also have exclusions. A metal-roof repair and a tiled-roof replacement should therefore not be treated as identical licensing questions merely because both happen on a roof.
For a mixed job, ask which business takes responsibility for each component. Replacing broken tiles, renewing a metal flashing and changing stormwater drainage can be separate parts of one project. The quote should identify the actual work and responsible contractor rather than leave the scope at "fix roof".
What roof plumbing looks like on common jobs
A leaking roof junction: the inspection might concern a flashing where a roof meets a wall, chimney or penetration. The useful finding identifies the entry point and affected detail. Our roof flashing guide explains common terms so you can understand the proposed repair.
Overflowing gutters: replacing the gutter is only one possible proposal. Ask whether the inspection identified blockage, condition, outlet or drainage-design issues, and which of those the quoted work addresses. The overflowing gutters guide helps organise those questions.
An internal box gutter: make its location clear when booking an inspection. An internal drainage arrangement is different from a perimeter eaves gutter, and the design and access need to be assessed for that roof. See box gutters for the distinction.
A metal re-roof: ask whether flashings, gutters, downpipes, insulation-related work and stormwater alterations are included or excluded. A price for the roof covering alone is not automatically a price for every connected item. The roof replacement cost guide explains the scope questions behind published price ranges.
These examples describe what to clarify, not a diagnosis of your property. Tell the contractor the symptom and let the inspection establish which work is needed.
What about a blocked underground stormwater pipe?
Describe where the blockage or overflow is observed and ask who will investigate the below-ground part. A quote for a gutter or downpipe repair does not automatically include drain investigation, excavation or pipe replacement. If that extra work is needed, confirm its scope and the relevant trade entitlement separately rather than assuming the original roofing quote covers it.
NSW: understand what the $5,000 threshold means
NSW Government says a contractor licence is required for residential building or trade work, including roof plumbing, valued at more than $5,000 including GST in labour and materials. Its page describes roof plumbing work and the relevant licence arrangements.
Do not read that value threshold as a recommendation to use an unqualified person for a cheaper repair. Nor does it explain the rules in another state. If your proposed work combines roofing with other trades, check the requirements for those components through the regulator rather than applying one figure to the whole question.
Before accepting a NSW quote, compare the business offering the work with the licence record and the scope described. Keep the written quote and the check with your project records. If the names or scope do not align, have the contractor explain the arrangement before work starts.
Victoria: registration and licensing are distinct
The Victorian regulator uses both terms. Its class guidance describes additional responsibilities for licensed practitioners, including compliance certificates, insurance and supervision matters. A registration entry and a licence entry should therefore not be treated as the same answer without checking the circumstances.
Ask who is contracting for the work, who will carry it out and what documentation is applicable when it is finished. Use the Building and Plumbing Commission's current information if you are unsure which status the work requires.
An old website badge or a trading name containing "plumbing" is not the check. The useful record identifies the person or business, its current entitlement and any restrictions relevant to the job.
Queensland: match the class to the scope
QBCC's Roof and wall cladding class and Metal fascias and gutters class are separate listings. That matters when a quote bundles new roof sheets, flashings, fascias and gutters together. Ask which licence scope covers the work being offered and check the current record.
Contracting, supervision and occupational arrangements also need to be considered in their actual context. This guide does not claim every worker needs the same licence type or that one roofing class covers all plumbing work.
If the contractor's description and register entry are hard to reconcile, use QBCC's guidance to resolve the question before accepting the job. Keep the exact work description available when asking; "roof repairs" may be too broad to establish which class applies.
Check a licence
In NSW, the Service NSW licence check; in Victoria, the Building and Plumbing Commission register; in Queensland, the QBCC licence search. Ask any roof plumber for their licence number before work starts.
Check the name against the quote, current status, class and any conditions. Record the date you checked. If a business uses employees or subcontractors, ask how responsibility for the quoted work and required supervision is arranged; do not assume a number on an advertisement answers every part of that question.
Give the inspector a useful brief
Describe the location and symptom in plain language: water appearing beside a chimney, a gutter overflowing above a bedroom, or corrosion visible near a downpipe discharge. Say when it happens and what earlier work has been done. Add photographs taken safely from ground level or indoors.
Ask for the inspection finding, proposed scope, exclusions and price in writing. Separate the roof repair from any ceiling, paint or internal restoration work. If the inspection cannot yet establish the cause, ask what further investigation is proposed and what it will cost.
A useful completed-job record names the work carried out, the products or components replaced and any documents applicable to that job. Keep it with the original quote and inspection evidence. That makes future maintenance easier to explain without relying on memory of an old phone conversation.
Common questions
What does a roof plumber do?
Installs and repairs metal roofs, flashings, gutters, downpipes and roof drainage.
Do you need a licence for roof plumbing?
Check the state, exact work and contracting arrangement. NSW's published contractor threshold is more than $5,000 including labour, materials and GST; Victoria and Queensland use their own classes and rules.
